Off-agenda controversial decisions

Systemic failure in zoning clarity

The Goffstown ZBA is seeing a rise in 'glossary variances'—where residents seek legal relief not due to land issues, but because town definitions are too vague. The Board admits the current ordinance is causing confusion and... https://meetingwatch.org/nh/goffstown/zoning-board-of-adjustment/2026-06-02/ #MeetingWatch #GoffstownNH

Decision-making logic and ordinance impact

The ZBA approved a variance for 521 Mountain Road despite the lot failing the 5-acre minimum for an ADU. The Board debated if the 'hardship' was the property itself or the town's own restrictive ordinance. The variance passed. https://meetingwatch.org/nh/goffstown/zoning-board-of-adjustment/2026-06-02/ #MeetingWatch #GoffstownNH

Because these topics weren't listed, residents couldn't prepare or attend specifically to voice concerns about how housing density and 'glossary variances' will impact our community.

The Board acknowledged that ambiguous definitions are forcing people to seek variances just to navigate the rules. They are now pushing these definition changes to the Planning Board for a March warrant vote.

When major policy shifts like density and dwelling definitions happen off-agenda, the public is left reacting rather than participating. We need transparency to ensure our zoning evolves with intent, not by surprise. https://meetingwatch.org/nh/goffstown/zoning-board-of-adjustment/2026-06-02/

Longer-form draft.
During the June 2 Zoning Board of Adjustment meeting, two significant topics were discussed that were not included on the public agenda: the redefinition of multifamily housing and how voters are informed about ordinance changes.

Because these items were not listed, residents were denied the opportunity to prepare or attend specifically to provide input on how changes to dwelling and density definitions might affect our town. This is a transparency failure; when discussions involve high-significance policy shifts—especially those involving state-level housing pressures—the public deserves prior notice.

The Board admitted that the current ambiguity in the zoning glossary is creating "glossary variances," where residents must seek legal relief not because of their land's physical condition, but because the town's definitions are unclear. These definitions are now being moved to the Planning Board, with the goal of having amendments ready for a March warrant vote.

We must insist that the ZBA and Planning Board include all substantive policy discussions on their agendas so that Goffstown residents can participate in the decisions that shape our community's future. https://meetingwatch.org/nh/goffstown/zoning-board-of-adjustment/2026-06-02/ #MeetingWatch #GoffstownNH
