First, the 166 Commonwealth Ave redevelopment (Concord Country Store). The Board flagged serious design issues: potential ADA violations, sidewalk dead-ends, and curb designs described as "a lawsuit waiting to happen." A new site plan is required by July 9.

Second, the Board is wary of setting bad precedents. For 111 Pilgrim Road, members expressed concern that allowing a deck to extend into a setback could allow future owners to bypass zoning laws by simply building on top of existing patios.

Longer-form draft.
At the June 11 Zoning Board of Appeals meeting, several decisions were made that will significantly impact Concord's landscape, ranging from commercial redevelopment to residential density.

The proposed renovation of 166 Commonwealth Avenue into a country store and gas station remains in limbo. Board members raised pointed concerns regarding pedestrian safety, specifically noting that certain curb designs could create tripping hazards and that the current plan lacks adequate ADA-compliant sidewalk connectivity. The applicant must submit an updated plan addressing these safety issues before the July 9 meeting.

There was also a significant debate regarding the 111 Pilgrim Road deck application. The Board expressed hesitation about allowing a structure to extend into a non-conforming setback, noting that doing so could create a legal loophole where residents bypass zoning rules by building on top of existing patios. The hearing has been continued to July 9 to prevent setting a problematic precedent.

Lastly, the Board approved four separate Accessory Dwelling Unit (ADU) applications (199 Muscatquid Rd, 131 Harrington Ave, 411 Bedford St, and 98 Jenny Dugan Rd). While these were approved, they come with mandatory engineering and health department conditions to manage stormwater runoff and septic capacity on these non-conforming lots. https://meetingwatch.org/ma/concord/zoning-board-of-appeals/2026-06-11/ #MeetingWatch #ConcordMA
