Concord Country Store Redevelopment at 166 Commonwealth Avenue

Redevelopment of gas station in floodplain district draws scrutiny on stormwater, ADA access, pedestrian safety, and site design across multiple boards.

Overview

The Concord Country Store redevelopment at 166 Commonwealth Avenue has moved through multiple boards since March 2026, with repeated continuances allowing incremental conditions on drainage, ADA access, snow storage, and environmental protections in the floodplain. Reviews by the Planning Board, Natural Resources Commission, and Zoning Board of Appeals have produced an approved recommendation letter and an Order of Conditions but no final special permit decision. The application remains pending an updated site plan and July 9 ZBA hearing.

Background

The Concord Country Store redevelopment proposal first surfaced in early 2026 as a special permit and site plan application to renovate an existing gas station at 166 Commonwealth Avenue into a country store and gas station hybrid, including replacement of underground tanks, addition of EV chargers, stormwater upgrades, and a pedestrian porch, all within a floodplain conservancy district.

On March 16 the Planning Board continued its initial review after the applicant requested more time, setting up further discussion at the March 24 meeting where the board again continued the matter pending peer review results before any recommendation to the Zoning Board of Appeals.

The Zoning Board of Appeals granted a continuance on March 26, moving the special permit hearing to April 16 and establishing a pattern of deferrals that allowed parallel reviews by other boards to proceed.

By May 26 the Planning Board had advanced to drafting a recommendation letter, deferring a final vote to a June 9 special meeting to incorporate conditions on drainage, lighting timers, snow storage, and delivery truck scheduling.

The Natural Resources Commission closed its Notice of Intent hearing on June 3, issuing an Order of Conditions that prohibited snow storage in the 50-foot no-build zone or stormwater BMPs and required annual landscaping restoration if damage occurs.

On June 9 the Planning Board unanimously approved the amended recommendation letter to the ZBA, incorporating edits on trench drains, EV charger availability, and fire department tank inspection protocols.

At the June 11 Zoning Board of Appeals meeting the board raised specific technical concerns about ADA curb cuts, sidewalk dead-ends, tripping hazards, and parking adequacy, then continued the hearing to July 9 without a decision and directed the applicant to submit an updated site plan.
