First, access. During the meeting, Michael Smith reported that residents were unable to watch the proceedings via Zoom. When digital access fails, the public is effectively locked out of the room.
Second, input. At the start of the session, Alfred Hanson stated, "This is a work session and there will not be public comment." While work sessions are common, labeling a meeting as 'no public comment' limits resident engagement.
