New London Zoning Board approved a variance for Otter Pond Beach Access Steps after finding it met public-interest and hardship criteria without changing neighborhood character.
- Otter Pond Protective Association cited erosion from 13 existing informal paths and NH DES-designed steps to protect water quality in Otter Pond and Lake Sunapee. Board found the unique public-access parcel satisfied hardship and other criteria.
- Steven Root noted his role with the easement holder but declined recusal; board raised no objections. Variance passed unanimously with no conditions added on maintenance or ADA compliance.
