The Board admitted that previous conditions for the Page Rock, LLC developments (295 Rockingham Rd & 3 Page Rd) required 'voluntary donations' for traffic mitigation—a practice one member called 'borderline illegal.'

Longer-form draft.
During the June 10 Planning Board meeting, officials addressed a serious issue regarding how the Town of Londonderry handles traffic mitigation for new developments.

It was revealed that the Town had previously attempted to require 'voluntary donations' from developers (specifically Page Rock, LLC for the projects at 295 Rockingham Road and 3 Page Road) to fund traffic improvements. During the discussion, a board member noted that conditioning site plans on donations is not good practice and is 'borderline illegal.'

To resolve this, the Board voted unanimously to modify the conditions. The developer is now required to install two 24/7 solar speed feedback signs—as determined by the Town's Traffic Management Working Group—no later than December 31, 2026.

While this moves the Town toward more enforceable requirements, the meeting also highlighted ongoing concerns regarding infrastructure. A resident raised specific safety suggestions regarding driveway connections to Mammoth Road to mitigate traffic impact, but the Board did not engage with these design suggestions or take action on them during the session. We will continue to monitor how the Traffic Management Working Group's role is integrated into future design reviews. https://meetingwatch.org/nh/londonderry/planning-board/2026-06-10/ #MeetingWatch #LondonderryNH
