July 14 Select Board meeting: the board voted to exempt the Town Administrator from the NH Retirement System. The decision was not on the agenda. No public notice, no opportunity for input before the unanimous vote. #MeetingWatch #HopkintonNH
RSA 100-A:22 allows this exemption. The board still chose to act without listing it publicly. Residents checking the agenda in advance would have had no reason to attend or prepare comments on the retirement change.
This was the clearest off-agenda action. Other items like Riverway Park requests and an extra nonpublic session also deviated from the published agenda. Meeting minutes are now available but do not fix the lack of advance notice. https://meetingwatch.org/nh/hopkinton/select-board/2025-07-14/
At the July 14 Select Board meeting, members approved exempting the Town Administrator from the NH Retirement System. The action was taken under RSA 100-A:22 but never appeared on the public agenda. Residents had no advance notice and no chance to ask questions or offer input before the vote. The same meeting included a public comment from Katherine Mitchell raising concerns about new spending and installations at Riverway Park. She argued the area should stay focused on conservation rather than added costs for benches, art, and tables. The board asked for more proposals on public art but did not directly address the cost or conservation objections. All recorded votes were unanimous. The board also entered four nonpublic sessions, one more than listed on the agenda, and voted to seal the minutes. https://meetingwatch.org/nh/hopkinton/select-board/2025-07-14/ #MeetingWatch #HopkintonNH
