🧵 HOPKINTON SELECT BOARD — May 6, 2024. Three things residents should know from this meeting. Thread:

2
1/ PAY-BY-BAG program: The board acknowledged on the record that most resident feedback is negative AND that current staffing cannot enforce the program. Compliant residents bear an unfair burden. Green bag price increases are being considered. A plan goes to public input in June.

2/ CURBSIDE PICKUP was discussed as a potential alternative to the Transfer Station model. No decision was made, but this would be a significant change to municipal services with real cost implications for taxpayers. Worth following closely.

3/ STAFFING: The board confirmed there aren't enough Transfer Station employees to check vehicle stickers and monitor green bag use. Hiring more staff means budget impact; not hiring means the program goes unenforced. Either way, residents pay.

4/ ACTION ITEM: A plan for Pay-by-Bag enforcement and potential green bag cost increases is due for public review at the first Select Board meeting in June. If you have an opinion on Transfer Station operations, that's your opportunity. Plan to attend.

HOPKINTON SELECT BOARD — May 6, 2024: What happened, and why residents should pay attention.

The biggest issue from this meeting: the Select Board held an extensive discussion about the Pay-by-Bag program at the Transfer Station. The board acknowledged that the majority of resident feedback on the program is negative and that current staffing levels make enforcement effectively impossible. That means residents who follow the rules and buy the required green bags are subsidizing those who don't.

The board's next step is to develop a plan — including possible green bag price increases and enforcement changes — and bring it forward for public input at the first Select Board meeting in June. No immediate corrective action was taken at this meeting.

The board also discussed the feasibility of curbside trash pickup as a potential alternative to the current Transfer Station model. No decision was reached, but this would represent a significant change in how the town handles waste disposal, with real cost implications for taxpayers. This is a topic worth following.

On staffing: the board confirmed there is not enough personnel to enforce both the vehicle sticker program and the Pay-by-Bag green bag requirements. Addressing this gap either means hiring additional staff — with budget implications — or continuing to operate a program that cannot be fairly enforced.

If you use the Transfer Station or care about waste disposal costs in Hopkinton, the first Select Board meeting in June is your next opportunity to weigh in. Plan to attend.
