The board voted 5-0 to grant the abatement anyway, adding only a condition that future filings be timely. No public notice meant residents could not review the application or prepare comments before the vote.

Staff consultant Whitney had recommended denial because the organization is fraternal rather than charitable under state law and had missed required filings. The matter was not listed on the agenda posted for residents. The board approved the abatement 5-0 with the single condition that future filings be on time. A separate veterans tax credit was also granted off-agenda after a missed deadline was attributed to illness. Because these items were not noticed in advance, residents had no opportunity to examine the applications or attend specifically to comment.
