🧵 Amherst Historic District Commission met 8/21. Mostly routine — unanimous votes on exterior work for two properties, updated regulations, and minutes. But one discussion item stood out. Here's a recap. (1/5)
Little Free Library boxes have been appearing in the historic district without permits. This came up for discussion on 8/21. The commission determined existing streetscape regulations covering 'man-made decorative items' already apply. They'll monitor but won't write new specific rules for now. (2/5)
Commission members emphasized they don't want to 'go after' residents or 'micromanage' — but they want to be aware of what's being installed. The discussion wasn't on the published agenda, so residents had no advance notice it would come up. (3/5)
Separately: the Nelson property (25 Old Milford Rd) has repeatedly come to HDC without complete paperwork. The chairman issued a firm warning — Sept. 18 is the final deadline, no more continuances. Generator, AC unit, and garage changes are still unresolved. (4/5)
Also on 8/21: Updated Historic District Regulations approved unanimously and headed to public hearing next month. Changes affect demolition documentation and door materials for district properties. Watch for that hearing date — your chance to comment before rules are finalized. (5/5)
📋 AMHERST HISTORIC DISTRICT COMMISSION — Meeting Recap: August 21, 2025 Thursday's HDC meeting was largely routine, with unanimous approvals on exterior work for two properties and updated regulations. But one discussion that wasn't on the published agenda may be of interest to residents. Little Free Library boxes have been appearing in Amherst's historic district without permits. The commission discussed this and concluded that existing streetscape regulations covering 'man-made decorative items' are broad enough to apply. They decided to monitor the situation rather than pursue enforcement or write new specific rules. As the chairman noted, 'I don't want to get down to micromanaging things.' Because this wasn't on the agenda, residents who might have wanted to weigh in had no advance notice. On a separate matter, the commission set a firm boundary with the owner of 25 Old Milford Road (Nelson property), who has appeared multiple times without complete information for proposed changes including a generator, AC unit, and garage modifications. The chairman explicitly stated 'we can't keep doing this for six months' and set September 18th as a hard deadline with no further continuances permitted. The items that were ready — windows and a sliding door — were approved unanimously, and the front door was conditionally approved pending submission of a data sheet. The Clayborne property at 5 Peterbrook Circle was unanimously approved for roof replacement, window replacements (exact replicas), skylight replacements, and gutter work — all like-kind replacements on a non-contributing property. Finally, the commission voted unanimously to advance updated Historic District Regulations to a public hearing next month. The changes include revised demolition documentation requirements and clarifications on door materials. If you own property in the historic district, that public hearing is your opportunity to comment before these rules are finalized. Watch the Town of Amherst website for the hearing date and agenda.
