Background

The Library Social Worker Position Funding issue emerged after ARPA grants that had covered the $90,000 role expired and Penobscot County declined to continue its one-third share.

At the June 11, 2026 city-council meeting the council first confronted the resulting funding gap, with members split between seeking nonprofit partnerships or a homelessness committee strategy and concerns that removing the position would leave the library without outreach capacity; the decision was deferred pending a presentation by the Library Director.
