A board member noted that without full-sized plans, it is difficult to properly review petitions. Currently, they are relying on small digital snippets. This makes it harder to spot technical errors or potential impacts on our neighborhoods before a vote is cast.

Longer-form draft.
During the June 1 Planning Board meeting, a critical issue surfaced regarding how the board reviews development applications: the quality of the information being provided.

One board member expressed concern that they are being asked to vote on petitions while only viewing small digital snippets rather than full-sized, high-resolution, or physical plans. This lack of clear documentation makes it difficult for board members to conduct the thorough technical review that Lowell residents deserve before major projects are approved.

This oversight issue comes at a time when several significant projects are moving forward, including a new natural gas regulator station for Boston Gas Company at 130 West Jeunesse Street and a gymnasium expansion for the Lowell Community Charter School. Additionally, the city is moving forward with a Zoning Audit Steering Committee, a process that could lead to systematic changes in land use and development regulations across all of Lowell.

When the tools for oversight are insufficient, the community's ability to hold officials accountable is weakened. We will continue to monitor whether the city provides the board with the necessary resources to make informed, transparent decisions. https://meetingwatch.org/ma/lowell/planning-board/2026-06-01/ #MeetingWatch #LowellMA
