At the April 17 City Council meeting, a 6-3 majority declared an emergency to request a state and federal investigation into audio-capable cameras installed in City Hall hallways in 2023 without prior council approval or public hearing. The same three councilors who opposed the emergency declaration also opposed suspending rules for immediate action, arguing the issue should follow Ordinance 9.25 procedures instead.

Council also approved a Tax Increment Financing agreement for the 470 Broadway project on a 6-3 vote. Dissenting members cited long-standing concerns that TIF benefits have not been distributed equitably across the city.
