The changes include capping total permits at six, with non-renewals permanently reducing the number, prohibiting nicotine pouch sales in adult-21 stores, keeping the 500-foot distancing rule for existing locations, and removing the prior 2000-foot language for new applicants or transfers. Edits were also made to age-verification wording and flavored product definitions.

The board reached agreement on these edits during a page-by-page review but took no formal vote. The revised draft will go to town counsel before the next meeting. No public speakers appeared and the discussion stayed internal.
