State permitting system bypassing local conservation review on a large-scale lakefront disturbance
A 24,361 sq ft shoreline disturbance permit was issued for Mountain View Lake in Sunapee — and the Conservation Commission found out after the fact. The new DES online system bypassed local notification. (Conservation Commission... https://meetingwatch.org/nh/sunapee/conservat...
Multi-year delay in closing a known wetlands protection gap
Sunapee's Conservation Commission acknowledged on 1/12/26 that the town's wetlands ordinance fails to protect areas they know are ecologically sensitive. The soonest a fix could reach voters: 2027 or 2028. https://meetingwatch.org/nh/sunapee/conservation-commission/2026-01-12/...
Conservation land boundary integrity and proactive board response
Sunapee Conservation Commission (1/12/26): A possible encroachment on Web Woods — a 381-acre conservation property — was found during monitoring. The board voted unanimously to notify the abutting owner and begin boundary pin work. https://meetingwatch.org/nh/sunapee/conservat...
Public accountability on warrant article request given existing fund balance
Sunapee voters: The Conservation Commission will ask for a $50,000 warrant article at the March 10 town meeting. The commission's current fund balance is ~$343,000. Worth knowing before you vote. (Meeting: 1/12/26) https://meetingwatch.org/nh/sunapee/conservation-commission/20...
X thread
THREAD: Sunapee Conservation Commission met 1/12/26. One item should concern anyone who cares about lake protection in this town. 🧵 #MeetingWatch
A permit was issued for a 24,361 sq ft disturbance within the protected shoreline at Mountain View Lake — and the Conservation Commission learned about it after the fact. The new DES online system sent no local notification. No...
A commission member called the number 'shocking.' The board directed a speaker to contact DES and the permit agent. No formal objection was filed and no mechanism exists yet to prevent this from happening again.
This is a significant procedural gap. The Conservation Commission exists in part to provide local input on projects like this. A change to the state's online system appears to have bypassed that role for at least one major shore...
Separately: The commission acknowledged its own wetlands ordinance is inadequate — it relies on NRCS soil data and fails to protect areas the town knows are wetlands. The earliest a fix could go to voters is 2027 or 2028.
That means a known regulatory gap persists in the near term. Residents near wetlands should be aware.
Also on 1/12/26: Possible boundary encroachment found at Web Woods (381 acres). Board voted unanimously to notify the abutting owner and locate boundary pins — a measured, appropriate response.
And: Voters will be asked to approve a $50,000 warrant article at the March 10 town meeting. The commission's current fund balance is ~$343,000. That context is worth considering.
Bottom line: The DES permitting issue is the one to watch. Local notification of a large shoreline disturbance was bypassed. The board is aware. A fix is not yet in place. /end https://meetingwatch.org/nh/sunapee/conservation-commission/2026-01-12/ #SunapeeNH
At its January 12, 2026 meeting, Sunapee's Conservation Commission discussed a permit for a 24,361 square foot shoreline disturbance at Mountain View Lake that was approved by the state without local notification. The issue: a new DES online permitting system that did not route the application through the local review process. A commission member described the figure as 'shocking.' The board directed a speaker to contact DES about the online permitting communication issues and to reach out to the permit agent. No formal objection was filed at this meeting. It remains unclear whether there is a mechanism to prevent this from happening on future applications. In a related matter, the commission acknowledged that the town's wetlands ordinance relies on NRCS soil data and fails to protect areas the commission knows are ecologically sensitive wetlands. A working group will be formed to draft an update, but a speaker noted the earliest that update could reach a town vote is 2027, and more likely 2028. That means a known gap in protection will persist in the near term. Two other items for residents to track: A possible boundary encroachment was identified on Web Woods, a 381-acre conservation property, during routine monitoring. The board voted unanimously to notify the abutting landowner and begin boundary pin location work. And voters will be asked to approve a $50,000 warrant article for the Conservation Commission fund at the March 10 town meeting; the commission's current fund balance is approximately $343,000. The next Conservation Commission meeting is February 4. Budget hearings and a zoning amendment hearing are also upcoming before the March 10 town vote. https://meetingwatch.org/nh/sunapee/conservation-commission/2026-01-12/ #MeetingWatch #SunapeeNH
